Connecticut, Massachusetts & Rhode Island Medicaid Eligibility
ELIGIBLE PERSONS
- Individuals age 65 or older
- Disabled individuals between the ages of 18 and 65
- Blind Individuals
NON-FINANCIAL REQUIREMENTS
- U.S. Citizen or an eligible non-citizen
- Resident of Connecticut, Massachusetts or Rhode Island
FINANCIAL ELIGIBILITY
Asset Limits:
Aged, Blind and Disabled
Single Person: CT – $1,600 Couple $3,200 (if husband and wife are in a nursing home), MA – $2,000 Individual, $3,000 Couple, RI – $4,000 Individual $8,000 Couple
Married Couple: CT & RI – $21,912 to $109,560, MA $109,560 (with one spouse still living at home)

SPEND DOWN
If assets are in excess of eligibility limits then the applicant will need to “Spend Down” their assets to be eligible. Nursing home private pay charges are included in the “Spend Down”.
EXCLUDED ASSETS
Home Property
Home property is excluded in the Medicaid program if there is a community spouse. Home property includes the dwelling and the surrounding property.
Non-Home Property
Non-home property is excluded for as long as the individual is making a bona fide effort to sell the property.
LIFE INSURANCE
The cash surrender value of life insurance is excluded if the face value of all such policies is less than $1,500. If the face value exceeds $1,500, the cash surrender value of the policy is counted toward the asset limit. Term insurance is not counted.
